- For Seychelles: fluency in English and French mandatory
- For Tunisia: fluency in Arabic required
- Minimum 10 years relevant experience in digital health interoperability, health information systems architecture, or national digital health strategy development
- Demonstrated knowledge of respective country's health context, institutions, governance arrangements, stakeholder landscape, and working language proficiency
