The Republic of the Congo, through the Social Protection and Youth Productive Inclusion Project financed by the World Bank, invites consulting firms to express interest in designing, developing and deploying a real-time multi-hazard early warning system integrated with the Unified Social Register. The system will detect, forecast and disseminate alerts and activate appropriate responses to natural, epidemic or socio-political disasters.

The consulting services include the design, development and deployment of an operational real-time multi-hazard early warning system integrated with the Unified Social Register (RSU), enabling detection, forecasting, alert dissemination and activation of adapted responses such as horizontal and vertical expansion of social safety nets in response to natural disasters, epidemics or socio-political crises affecting the Republic of the Congo. The consulting firm must have proven experience in designing multi-hazard early warning systems in sub-Saharan Africa and social risk mapping, with at least one mission integrating a social register or beneficiary database; at least one mission in shock-reactive social protection; at least one mission developing integrated IT platforms with REST APIs, real-time databases and GIS; and at least one mission working with national social registers.

The firm must be a legally constituted study bureau or consulting firm according to the legislation of its home country. The firm must have at least two missions in designing multi-hazard early warning systems in sub-Saharan Africa or multi-hazard risk mapping, with at least one integrating a social register or beneficiary database. The firm must have at least one mission in shock-reactive social protection. The firm must have at least one mission in developing integrated computer platforms with REST APIs, real-time databases and GIS. The firm must have at least one mission working with national social registers. All experience must be justified by attestations of proper execution or supporting documents delivered by the client. Key experts will not be evaluated at the expression of interest stage. Firms may associate with other firms for joint venture or subcontracting arrangements, with joint venture members being jointly and severally liable for the entire contract if selected. Consultants with close professional or family relationships to borrower staff, project implementation bodies, financing beneficiaries or the borrower's representatives who participated directly or indirectly in preparing terms of reference, the selection process or supervision cannot be awarded contracts unless the conflict has been resolved to the World Bank's satisfaction.

Expressions of interest must be submitted in sealed envelopes containing four copies (one original and three copies) and one USB key in a single envelope clearly marked 'Expression of Interest for the recruitment of a consulting firm for the design and implementation of a multi-hazard Early Warning System (SAP) integrated with the Unified Social Register (RSU)' by no later than Monday 14 September 2026 at 12:00 Brazzaville time. Public opening of bids will take place the same day at 12:30. Online submissions are authorized.
