The Republic of Guinea, through the Ministry of Health and Public Hygiene with World Bank and Global Fund financing, invites engineering consulting firms to express interest in providing studies, monitoring, control and supervision services for construction and rehabilitation of infrastructure works for three years under the Health Security Program in Western and Central Africa (PReSeS-AOC).

The services include recruitment of a civil engineering consulting firm to conduct studies, monitoring, control and supervision of construction and rehabilitation infrastructure works for a period of three years.

Consulting firms must be eligible and qualified. Engineering consulting firms must have at least ten years of experience in missions for studies, control and supervision of infrastructure works, have key personnel with appropriate qualifications, experience and competences, and be in good standing with the public administration. The shortlist will comprise a minimum of 5 to 8 engineering firms. Consultants may associate with other engineering firms to enhance their qualifications but must clearly indicate if the association takes the form of a joint venture and/or subcontracting. In the case of a joint venture, all members will be jointly and severally liable for the entire contract if selected. Consultants are subject to World Bank conflict of interest policies as stated in the Procurement Regulations, particularly sections 3.14, 3.16 and 3.17.

Expressions of interest must be submitted in sealed envelopes at the address below no later than 17 September 2026 at 10:00 local time. The submission must be registered on the file reception form available at the Procurement Division office of the Ministry of Health and Public Hygiene.
